'The time will come for cellular'
Jim Shaw and his management team were ecstatic at the end of July. They had just committed $190-million for spectrum licences that would launch the cable company into the mobile phone business. And they were getting their spectrum - in B.C., Alberta, Saskatchewan, Manitoba and Northern Ontario - for less than rivals were paying in the same provinces and across the whole country.
