Phelps Dodge Corp.'s plan to take over both Inco Ltd. and Falconbridge Ltd. marks the latest expansion in the U.S. copper giant's comeback from a painful period five years ago. The company is now in the midst of a $850-million (U.S.) development at its mine in Peru and is set to build another $550-million mine near Safford, Arizona. But the picture wasn't always this bright for the world's third-largest copper producer.
