Ottawa's surplus hits $8.7-billion

OTTAWA — Ottawa is running an $8.7-billion budget surplus five months into the fiscal year, $1.5-billion ahead of where it stood one year ago. This suggests the Harper government is on track for another massive windfall because its fiscal position is already rosier than the same time last year, a period when it racked up a surplus of about $14-billion.
