OTTAWA — So strong is the belief in Canada that the economy is about to follow the U.S. into the tank that any piece of good news is seen as a temporary deviation in what must surely be a downward trend. Thus, when retail sales rose strongly, as they did in January, or when the employment rate jumped to a record high and consumer confidence increased, as both did in February, people struggle to make sense of what is essentially good economic news.
