Ottawa ponders use of telco cash

The federal government's haul from its auction of wireless spectrum licences so exceeded expectations that officials have not yet figured out what to do with all the cash.
Bell Canada, Rogers Communications Inc. and Telus Corp., as well as a dozen cable companies and new entrants, bid more than $4.
