A decade ago, Canada was wooing immigrants with backgrounds in Web design. The sector was exploding and fresh supplies of labour would be needed to propel further growth. Wrong. The tech sector imploded, many newcomers with related expertise couldn't find decent work.
It's an illustration of the consequences that can occur when labour shortage projections go amiss.
