U.S. legislators to reconvene Thursday

OTTAWA, TORONTO — Leaders of the U.S. House of Representatives intend to reconvene on Thursday instead of adjourning for the year as planned, an emergency meeting that comes after lawmakers rejected a $700-billion (U.S.) rescue plan for the financial system. The vote against the plan is a stunning rebuke of the Bush administration and the leadership of both the Democratic and Republican parties.
